CharacterMap and ListType panel modes make editor jump to top in IE

Description

When either of these two plugins are used in panel mode in IE, initiating them (clicking on a list, or clicking on a symbol to insert) causes the content in the editor to refocus at the top of the page. This makes the user have to scroll back down to where they were, not good when there is a long page of content!

Is this a problem with these two plugins in panel mode, or worse, a core Xinha problem with how panels work in IE?
