There have been a lot of questions posted as new tickets lately that should have been posted in the forums, and I think I see the reason why. The blue navigation bar at the top of the forum page has a link for new tickets, but no link for new forum topic. It is very easy for a new visitor to the site to start a new ticket in the belief that he is still in the forums. Yes, there is a Post New Topic link, but it is down the page a bit and off to the side, and if someone sees the New Ticket link first they may stop looking for anything else.
The solution, imho, is to simply remove the New Ticket link from the top menu bar. We could also consider changing the Search Tickets to View Tickets, as a more general-purpose entrance into the ticket tracker, but that is secondary. If a message could be added to the Create New Ticket page similar to the one at the top of the forum page, that would help too.
