Wrong encoding in lang files for plugin : SpellChecker

Description

There seems to be wrong encoding in a few files here, they are not UTF-8 as stated in the header, which renders the files useless when opened. Not that I need theese lang files but they should be corrected or removed.

The affected files are : ro.js hu.js he.js cz.js

This file is luckily functional it seems, but has wrong encoding (Not UTF-8): nl.js it.js fr.js de.js
