Ability for one toolbar to control multiple instances of editor

It would be helpful to have one toolbar that could control multiple instances of editor. This would require that the toolbar be aware of the focus state of the editors as well as be able to redirect commands.

I will try to do this, but I doubt I will have time soon. Anyone else can feel free to attempt it.
