new modals for "insert link" and "character map" appear behind parent modal

we launch xinha in a modal using jqmodal, which has worked great thus far using xinha 0.95 but when we gave the xinha trunk a test drive, we noticed that the new modals for "insert link", for example, appear behind the parent modal when you launch it. the same behaviour is true of the "character map", "image manager", and "Linker" plugins. we use the "ExtendedFileManager?" plugin, which uses a traditional window popup, so the problem with "image manager" is not manifested when you are using EFM to handle images.

anyway, it would be handy to have the option of using tradition window popups on a global scale throughout xinha, or develop a way to bring the child modals to the front when launched from a parent modal.

nevertheless there has been some discussion about the idea to incorporate popup dialogs into the new api, maybe we can do this at some point in the future
